I would like to say that new plates are to be equipped with an eye through which a line would go.
Do you think the below-mentioned sentence expresses the idea?
New plates are to be furnished with an eye for a line to go through.

It looks OK to me. Do you want to list any details of the eye? I can imagine it might require rounded edges, for example, to avoid fraying the line.
