"Next they'll stop us breathing!" - meaning of sentence and form of "disgusting"

Hello.

Eric Rams, an employee smoking outside his bank branch on Oxford Street, was initially outraged.
"Next they'll stop us breathing!" before conceding that it was "disgusting" for non-smokers to have to walk through a haze of smoke to get into a building.

The way I understand it is as follows:
"Next time they catch us smoking, they'll prohibit us from breathing!" then he admitted that he found it disgusting for non-smokers to have to walk through a haze of smoke to get into a building or he found it disgusting when/that non-smokers have to walk through a haze of smoke to get into a building

Your opinion would be appreciated.

It's not about catching them smoking, just the incremental restrictions on smoking. Smoking restrictions keep getting more and more stringent. The smoker here is just expressing his exasperation with an exaggeration.
