Can this be a title: "Not understanding the system"?

Valid sentence is intended to mean that the sentence is with respect to grammar/construction and vocabulary/meaning of words.
The second this (2) marked with number is mentioned title "not understanding the system." I thought "not understanding the system" might be a title in a magazin about firms who bankrupted.
