Hi! What is the exact meaning of the words in bold? It is a sentence about discussion in National Security Council of the US.
Noted an oral report by Mr. Cutler regarding the status of the Attorney General’s study of the Near East oil situation pursuant to NSC Action No. 875–b.

Hi! Thanks because of your comments, but what about "noted"? and Of course, NSC is the abbreviation of "National Security Council" of the US. What does mean "NSC Action" in this light?

Whatever the previous sentences is talking about was noted in the report.

An "NSC Action" seems to be a term used by the agency. It is some action they have decided to take.

If you want to know what the "NSC Action" is, you need to talk to someone who works in national security. We have no idea what it actually entails.
