In the following sentence would it be "is" or "are"?

A courtesy block of rooms is available
or
A courtesy block of rooms are available

I tend to think that "block of rooms" functions as a noun phrase and the correct verb would be "are". Am I correct?

You chose academic as you member type, which presupposes that you are familiar with basic concepts of phrase structure such as the head. What is the head here, IYO? You probably know why I am asking this. (The verb has to agree with the head)
