Can one say: "the man I know the brother of " instead of "the man whose brother I know".
How about: "the man I saw the picture of" istead of "the man whose picture I saw".

I’d say no. If you can use “whose”, you must use “whose”. Only when you can’t rephrase with “whose” can you use phrases in this way – eg:

The man I spoke to my brother of …
