[Grammar] omitting 'that' or not?

Dear teachers,

#1 "Can you tell me the time?" "Another way you can ask this is 'what time is it?'"
#2 "Can you tell me the time?" "Another way that you can ask this is 'what time is it?'"

Would you please tell me which one is correct, and why? Thank you!

Dear Tdol,

Is the usage of 'that' here like saying 'there is no way (that) we can help him' or 'I don't like the way (that) you laugh at her'?

What is the general rule in this case that we can omit the word 'that'?
