I started to go up the hill and the engine just cut out on me. (Longman)

The last two words of the sentence, do they mean “because of me”?
That means “because of my bad driving, etc.”

No, in this context it just means that it happened to the writer. We use it to show that something happened, usually unexpectedly.

"I was walking along, and my bag just fell apart on me!"

It doesn't mean literally "on" you.
