I say only the answer in post #2 is correct. As the first word of a title, you should capitalise On.

I think a stray line break got into the title. Is the correct title like the first quote above, omitting the asterisk? If so, it's incorrect to capitalize "on".

The first word of a title is always capitalized. Prepositions, articles, and other minor words that don't occur at the beginning are not. The first word of the title in question is "Guidance". "On" is the sixth word. It's a preposition and should not be capitalized.

The original post was misleading because it had a stray line break before the word "on".
