3- How do we say these numbers in English?

2[SUP]1/4[/SUP]: two and a quarter

I cannot understand why we say 'one and a half.'

That's just how you say it in English.

The quoted source sets the fractions on the same line as the integers: 1½ and 2¼. In your post, the fractions are superscripts. I would read them as "one to the one-half power" and "two to the one-quarter power" or "the square root of one" and "the fourth root of two".

We say it because everybody else does. If you are wondering why we use an article before half, why not consider that things can have two halves, and this is just one of the two.
