Hi! What is the exact meaning of the words in bold? It is from a political telegram, dating back to 1953,with a special shortened style. ( I will edit the text, if disordered, after submitting it). I am not sure about the exact meaning of it.
Kashani,… would bring a large degree of opportunism to the government. He has consistently followed a policy of extreme nationalism antagonistic to the US.

Yes, I am reading it as a research work (I am A Persian), as well as a way for enhancing my ability for studying political text. The texts as 300 pages, and I send only the passages about which I am not sure.
