Would you say that the comma before "or to promote" is warranted?

In terms of domestic policy, it can be utilized to reconcile sectarian, cultural or political differences, or to promote social integration, health and economic development.

IMO, the comma or pause does help to make the sentence clearer by separating two distinct functional groups.
