I am reading "Readers Say" of one issue of Forbes magazine published in 2002. From one letter, I cite as following:

" ....."Bye-bye, American Car" says that the U.S. has been out-engineered by Japanese and Europeans. I believe that we have been outmanaged......"

May I ask what is the real meaning of the out- in "out-engineered and outmanaged"?

The writer says that Japanese and European companies have out-engineered and out-managed American ones. That means s/he believes Japanese and European companies's management has performed better than that of American companies. You could say they out-performed American engineers and managers.
