What's the meaning of "He was penalized in the race for an overly aggresive move at the start." :roll:

‘overly’ is an adverb meaning: to a degree exceeding normal or allowable limits, overly aggressive means: trying an all-out effort to win by exceeding normal or allowable limits.
So “He was penalized in the race for an overly aggressive move at the start” = He was inflicted a penalty for his unusual movement at the start in trying an all-out effort to win by exceeding normal or allowable limits.
