Can the verb to pack be used with the things you put into your suitcase, e. g. John packed a sweater and two shirts and took a taxi to the airport. Does this sentence sound natural?

'Packed' is the exact word you want.

I'm having trouble thinking of any other verbs I could use other than 'pack'. I'm sure there are some, but 'pack' is so exclusively used in that context it's difficult to think of another natural option.

You could say "he brought two shirts with him" or "he jammed his clothes into his suitcase". But "pack" is the most natural choice.
