If the following considered as our original sentence, will be the sentences #1 and #2 considered correct?
"The states regulate the noise created by motor vehicles but not by commercial aircraft."
I want to know 'not' refers to which part of the sentence in the parallelism structure ? (not is refers to 'the noise' or it refers to ' regulate') ?
I think both of the following sentences correct, as both have the same meanings:
1 ) "The states regulate the noise created by motor vehicles but they do not regulate the noise created by commercial aircraft."
2) "The states regulate the noise created by motor vehicles but not the noise created by commercial aircraft."
