Hello
The necessity to install the systems is prescribed by the convention on controlling and dealing with ballast waters. This means that all maritime ships will be obliged to dispose of ballast waters by means of using special systems, which leaves ship-owners no option but to have equipment installed aboard their ships in order to comply with requirements of the convention as soon as it enters into force.
As far as the last sentence is concerned, I think there are many ways to express the thought.
I would like you to help me decide which version is the best.
Here is the list of variants made by me.

The bolded fragment in italics indicates the most literal translation that ship-owners decide to have equipment installed aboard their ships because they know that sooner or later they will have to have them them installed, so it is partly necessity and partly their own choice.
What do you think of the bolded part?
Thank you.
