Pass = Refuse ?

Read this sentence in an English conversation book:

I think I'll pass this time.

The Chinese translation says it means "I think I'll refuse it this time".

Just want to make sure if "pass" does have this meaning.
It looks more like "I'll let it pass this time." = "I'll agree on it this time." or "I'll accept it this time."...

Sam: It's your turn to put down a card.
Pat: Hmm. I don't have anything I can put down, so I'll pass.
Sam: Ok. Pass then. I'll go again.

Sam and Pat are eating lunch.

Pat: Would you like another piece of pizza?
Sam: I'm too full. I think I'll pass.

Sam and Pat are talking at work.

Sam: Hey, would you like to go see a movie tonight?
Pat: What movie?
Sam: It's a horror movie.
Pat: Hmm. No thanks. I think I'll pass on the invitation. I really don't care much for horror movies.

To pass means, to forego a chance, an opportunity, to let it go by without taking it.
