In phone call, do you actually say like "I was passed on to someone when I made a call to talk to someone"? I've heard "I will put you through to someone" or "I will connect you to someone".

If you were relating a story of how you were put through to a number of different people before being dealt with satisfactorily, it would not be unusual to say you were being "passed on". I think that someone who handles many phone calls as a specific part of the job, like a receptionist or secretary, is more likely to say "I'll put you through".
But a phrase like "You've been put through to the right department but I'll pass you on to Mary, she knows more about that side of our business" would be very common.
The point about your example is that the person complained that they "kept getting passed on and on", which indicates a degree of frustration.
