past continuous or past perfect ???

i am a little confused. Which sentence is correct?

(a) He had been seeing his doctor for a number of years before the accident.

or

(b) he had seen his doctor for a number of years before the accident.

What is the difference?

I think verb "see" can't be used in continuous tense
