Any idea why the writer is using the past participle? The past tense sounds more natural and more appropriate to me in this instance.

The writer actually used the past perfect when, as you said, the simple past sounds more natural.

Typo. It's the present perfect.

It's a very clumsy sentence for me- I wouldn't use it as an example of anything other than poor style.
