A 'sloth' is an animal that hangs upside down and moves v - e - r - y slowly through the trees of the South American forests.
Personal sloth would refer to a person who moves slowly. It has come to mean "lazy'.

"sloth" is a very old word meaning "indolent, sluggish", later acquiring the meaning "slowness" and eventually "laziness". Originally it was closer in meaning to our modern medical term "depression".

I would interpret "personal sloth" as meaning someone has no motivation to do anything.
