Does the above sentence make sense to you?

Photographing and filming anywhere in the shipyard may only be done by permission of the company's security chief (or security officer, if there's just one security official).

Continuation of HSE or Health, Safety and Environment.

The phrase "all over" would mean that the rule only applies to photographers who are shooting the entire shipyard. So use "anywhere" instead.
