Use "The president's critics" or "critics of the president" instead of "the critics of the president."

If the writer wants to avoid overtly supporting the critics, they should write The president's critics argue that he never owns up to what they call his mistakes and failed policies.

If the writer wants to avoid overtly supporting the critics, they should write The president's critics argue that he never owns up to what they call his mistakes and failed policies.

Then there's always the danger that by adding this, instead of being interpreted as a neutral report, it may be construed that the writer of the sentence thinks the president has not in fact made any mistakes or failed in policy.
