You can use it in any context where slang is acceptable. I wouldn't use it in the classroom, but I would use it with friends. In British English, it's not really rude, just slangy. ;-)

In most instances, "piss me off" is considered vulgar and combative in AE. It is often used just before a fight. :wink:
