In general it means particularly interesting places.

We have SSSIs (Sites of Special Scientific Interest) but I've never come across an official designation of "Places of Special Interest". However, I note that the words are not capitalised in your link so I think perhaps it is simply a term that cavers have chosen to use for those 48 caves.
