placing of an apostrophe

I am on a review committee regarding rewriting of Bylaws. Currently it reads Members' Meetings in several places. Please advise. Thank you.

If you could give us a bit more context it might help us see what issues you were questioning. ;-)

You will see it with and without the apostrophe. I'd say both are correct. You could think of it as a possessive or as a noun working as an adjective modifying the meeting. ;-)
