Please help me to choose topic for essay

I have graduated University (in Tajikistan) 5 years ago and working as a Finance assistant. I'm planning to apply for scholarship in economic field. Please advice me to find a good topic for economic field that could interest the donors to finance me.

Development of middle and small business more relevant today in my country and I think that, this topic I should use for my Statement of purpose.
Can you advice me about the structure of SoP. How should I start?
