I have a question on the following BBC article
"The myth of the tyrannical dad"

I couldn't understand the 5th paragraph, esp red coloured part.
"This is not to say that corporal punishment wasn't sometimes used, or that some fathers weren't cold and distant figures. But the popular myth of the tyrannical father has seriously distorted our view of the care and commitment shown by generations of fathers towards their children. "
"This is not to say that corporal punishment wasn't sometimes used"
means that even tender fathers sometimes used corporal punishment, right?
But I can't figure out the connection of "or that some fathers weren't cold and distant figures."
Could you please advise me what this part means.
