In this dictionary, dictionary.reference.com/browse/poke?s=t , definition 5 has this example:

"The prosecutor kept poking his finger at the defendant. "

Does it mean 1) the prosecutor's finger actually touched the defendant, or that 2) he was pointing his finger at the defendant?

Normally, the latter.
