Are these two sentences sentence OK?

Poor housing is known to have significantly affected educational achievement.

Poor housing have siginificanetly affected educational achievement.

Poor housing [STRIKE]have[/STRIKE] [STRIKE]siginificantly[/STRIKE] significantly [STRIKE]affected[/STRIKE] ​affects educational achievement.

The past tense would be appropriate if the situation no longer existed. I think it probably does still exist so I have changed it to the present tense to indicate a regular/habitual fact.
