I found this from some website:

"A vacancy in the position of elected alumnus member prior to the expiration of a term shall be filled for the remainder of the term in the same manner as elections to full terms. "

"Vacancy" means an open/unfilled position. So the original example kind of translates to:

"An open/unfilled position in the position of elected alumnus member prior to the expiration of a term shall be filled for the remainder of the term in the same manner as elections to full terms."

So, it is a position within another position? Am I wrong?

No, in both instances they are talking about the same position.

"a filled vacancy in the position of director"
"a filled opening in the position of director"
"a filled position in the position of director"

Yes. At least in Australia, that is fairly common.
