position of "to be approved"

Hello everyone
I'd like to ask if the phrase "to be approved" is placed correctly in the following sentence.

Annually, a Program for sanitary-hygienic monitoring of XXX objects is submitted to the Regional Department for State Sanitary and Epidemic Supervision to be approved.

Or "to be approved" should go immediately after "submitted"?

XXX is the name of the company.

An alternative way is "is submitted for approval to the Regional Department..."
