The switchboard is to be prepared for dismantling from the wall.
The switchboard is to be prepared to be dismantled from the wall.
Are both the above structures properly formulated?

Properly formulated? Yes, if you mean grammatically correct. Usage, however is not correct.

Dismantle means to take something apart into its component pieces. The switchboard is to be prepared for removal from the wall.

After removal, the switchboard might be dismantled. Maybe you mean: The switchboard is to be prepared for dismantling by first removing it from the wall.

It's also possible you are confusing dismantle with dismount.
