"Gibson declined to say how much money Canadian Tire will save on printing costs..."

hi,
could someone explain why "on" is the preposition in this sentence?
could it be "over" or "about"?
can I always use "on" where I would use "regarding"?
I am trying to find out a rule, if there is any, that helps me choose more properly the prepositions.

save on is phrasal verb

you can save over 100=save more than 100
you can save about £ 100=save more or less £100
but save on electricity, phone bills etc.;-)
