which is correct from 1 and 2?

1. The baby is blind. It cannot see.
2. The baby is blind. He/She cannot see.

Can you use 'it' for baby?

Yes. It would be used when talking objectively about babies in general eg
"A baby is totally dependent on its mother. It cannot walk, talk, seek its on food,...."
Parents of a newborn baby would not be happy about anyone calling their new bundle of joy "it" as opposed to 'he' or 'she', however.
During the pregnancy, it would be referred to as 'the baby' eg "When is the baby due?"
