How should I say:

a] Judge Williams presides today as judge Thomson has been taken ill.

b] Judge Williams is presiding today as .... .

Is the the verb has been taken ill correctly formed in this sentence?

Either of the sentences is fine.

Yes, "has been taken ill" is correct.
