Does this sentence read well?

The graph/data shows a linear increase in the groceries price as the frequency of rains increases.

I would have rephrased it slightly:

"The graph/data shows a linear increase in the price of groceries as the frequency of rains increases."

If I replaced 'in' with 'of'.. would they have the same meaning?

The graph/data shows a linear increase in/of the price of groceries as the frequency of rains increases."

Stick to 'in'.

'...as the frequency of rains increases' is not natural English.

Try '...as rainfall in the region increases'.

No. You'd probably be better off with:
"An increase in the price of groceries with decreasing temperature was observed." or:
"An increase in the price of groceries was observed with decreasing temperature.".
