Please help me to find the meaning of this phrase,
"Part of the problem."
eg. Corruption and the impunity are the part of the problem.

What is confusing you? Do you understand the word "problem"? Do you understand how something can be "part of" something else?

In the sentence you quoted, the definite article before "impunity" is unnatural and should be removed.
