I'm in charge of implementing special offers to promote our products.

I'm trying to define my job title. Can it be "promotional marketing officer"?

That sounds correct if you are the top person in the company who is in charge of promotional marketing.

To me, "Promotional Marketing Co-ordinator" sounds more important and high-level than "Promotion Marketing Officer". The top person would be the "Promotional Marketing Manager", he/she would probably have several "Promotional Marketing Co-ordinators" working under him/her and then after that, there would be a whole team of "Promotional Marketing Officers/Operatives" who do the actual work.
