Does the sentence " ABC company has several 3rd party vendors with which it contracts with to perform the external optimizations" make sense?

Any assistance would be appreciated

It does, but it's a bit wordy.

Perhaps you could say that you have strategic alliances with a number of trusted sub-contractors who perform the actual optimizations.

It probably makes sense to the speaker and listener who understand the business but not knowing the business, I don't know what "external optimizations" are. But, in any case, you don't need the second "with".
