It means they can speak English with the accent of a non-native speaker convincingly and consistently. Paradoxically, when you assume an accent you can be said to be putting it on.

The idiom "pull off" is much more general than accents. Whenever people succeed in doing something that the world expected them to find difficult or impossible, we say that they pulled it off. An important idiom to learn.
