when punctuating a sentence that has a separate quote within it, do you put the punctuation within the quotation marks or after? For example,
and ....act as a "shelf." or and ....act as a "shelf".

In AE it is usual to put the last part of the quote marks after a period or comma. In BE it is usual to put the last part of the quote marks before the period or comma. (Some Americans insist on using the British punctuation method on the basis that it is more sensible.) Of course, that problem is solved if you just use italics.
