Hello everyone.

I'd like to ask about the meaning of 'push about' in a sentence in the following passage:

Every homeland was once new land, small and thin, pushed about by the willful winds. But the ground where Jopale grew up was still relatively young, and for much of its life, it had been a free-drifting body.

And does the phrase "willful winds" means "strong harmful winds"?

I think that the phrase "pushed about by the willful winds," means that the land was only changed by the elements, not human activity.
