[Grammar] putting sentences with different tenses into reported speech

How should I put this sentence into reported speech?

John asked: 'Had the girl made dinner before her guests arrived?'

John asked if the girl had made dinner before her guests arrived.
or
John asked if the girl had made dinner before her guests had arrived.

Do I have to,Can I change 'arrive' into Past Perfect?

The first example is correct. The past perfect with 'arrived' is not correct.

Why is it so? In textbooks it's said Past Simple is changed into Past Perfect in Reported Speech. Does this rule apply only in case of the first verb?

The names of tenses and the phrase "reported speech" are not proper nouns. Don't capitalize them except at the beginning of a sentence.
