2. Qualifying candidates may request access to detailed financial information.

What is the difference between qualilfying and qualified? Please explain to

candidates who qualify, who are chosen

What is the difference between qualilfying and qualified? Please explain to

Financial companies looking for qualified candidates are experiencing many problems.

The term here implies that a candidate can adequately match the criteria of a role and that they have what a company needs (even though from your sentence they appear to be in short supply!)

2. Qualifying candidates may request access to detailed financial information.

This term usually implies a person who is or who has just achieved a qualified status; but it would be wrong to use it in this context.
