Quanity prevails over quality

Is the sentence below correct and does it sound natural?

"Quantity prevails over quality."

Grammatically it's correct. The more natural expression you sometimes hear is "Quality over quantity" (or vice versa).

Of course, neither of those expressions are grammatical sentences.

I think replacing 'prevails over' with something like 'beats' or 'trumps' would sound a bit more natural.
