Question about conjunctions

Are both sentences correct sentences?

He wills to alleviate world hunger and to abandon death penalty.

He wills to alleviate world hunger and wills to abandon death penalty.

If the first sentense is correct, what makes is it corect?

Yes; we don't need to repeat the verb.

I would suggest, though, that "wants" is probably better than "wills" here. And you need to have a definite article with "death penalty": he wants to "abandon the death penalty".
