what if a letter is signed by a staff then noted by the mayor. when we compose a reply, do we address it to the staff, then cc to the mayor. or the other way around? thanks a lot

If the letter is from the member of staff, you should reply to that person, and cc to the mayor.

If the letter was primarily from the mayor, but signed for him by a member of his/her staff, you reply to the mayor without any cc.
