Question Tag... isn´t it or isn´t he?

Dear teachers,

I was practising doing some tests on this site. One question tag corrected me by saying:

That´s the guy that won the pools, isn´t it?

Should it not say:

That´s the guy that won the pools, isn´t he?

I thought isn´t he was correct as IT is for things and animals?

Carlos, in fact the tail-end of the sentence is referring to the beginning:

If you break the sentence down a bit you have: 'That is .......... isn't it?' Which would make sense as well if you said 'He is ....... isn't he?'
